| The 9/11 incident aroused
widespread concern that terrorists might attack
the global supply chain system. Modern Terminals
believes an unwavering commitment to security
will help the Port of Hong Kong to strengthen
its competitive edge, and that it will protect
the safety and business interests of our customers
and the community as a whole. We have always had
a dedicated security team and effective contingency
plans in place; and we have also implemented many
more security measures in recent years.
All Modern Terminals operations comply with the
International Maritime Organization¡¦s (IMO) International
Ship and Port Facilities Security (ISPS) Code,
and we have collaborated with other international
security programmes, such as Operation Safe Commerce
(OSC), CSI and C-TPAT.
In 2004, we began a major Integrated Container
Inspection System (ICIS) in partnership with other
Kwai Chung terminal operators. This deploys optical
character recognition technology, radiographic
imaging and radiation scanning of containers on
moving trucks to address the important challenge
of ¡§what¡¦s inside the box?¡¨ The US SAFE Port Act,
which was signed by President Bush in 2006, required
carriers to conduct non-intrusive inspections
(NII) of containers bound for the US, thus confirming
the validity of our ICIS pilot project.
In July 2007, the governments of the Hong Kong
SAR and the US also agreed that Hong Kong would
participate in the US Secure Freight Initiative
(SFI) on a pilot basis.
Besides these initiatives, Modern Terminals continuously
assesses all types of security risks. We do this
both internally and together with other terminal
operators. We have increased the security infrastructure
at our terminals, as well as in our e-business
solutions, and we are working with our business
partners in the Pearl River Delta to enhance the
security standards of our Inland Gate services.
